The Former President's Woke Alarm Overlooks Europe's True Threat: Technological Decline.

Donald Trump's security policy document presents a misguided assessment of Europe. The document asserts that unrestrained immigration and what it terms "woke" agendas represent an grave threat to the continent's identity. However, this perspective rests on a fundamental misinterpretation of the situation. The true challenge confronting the EU is not societal but technological and economic lag.

The Stark Economic Divide Between the US and Europe

The data paint a stark contrast. Between 2008 and 2023, US GDP surged by 87%, while a mere thirteen and a half percent growth for the EU. Over this period, European income per person dropped from over three-quarters to just half of the US level. Strikingly, even Mississippi now boasts a higher per capita income than several leading EU nations like Italy and France.

Today, about half of the world’s top fifty tech companies are US-based, while a mere four are from Europe.

The Innovation Shortfall: The Core Problem

The growing economic gap is driven by stronger efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The landscape of world technology leadership is decidedly US-centric. Over the past fifty years, hundreds of American startups have grown into companies valued at more than $10bn, compared with just 14 in the European continent.

This disparity raises a pressing question: In the race for future industries like AI, semiconductors, and quantum computing, where does the EU stand? Most analysts concede it is largely a two-horse race involving the United States and China, with European nations entering at a clear disadvantage.

Underlying Factors of Europe's Technological Lag

Several key reasons account for this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and agile system for financing new ventures. The EU still lacks a true capital markets union, which caps the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder European business. A US startup can introduce a product under one set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population, is split among 27 separate systems, creating significant internal barriers.
  • Mindset Differences: Views on risk-taking differ sharply. In some EU nations, a startup's collapse was historically met with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has eroded its capacity for pioneering research.

The Road Ahead: Reasons for Cautious Optimism

In spite of these hurdles, there are reasons for optimism. European leaders are growing more conscious of the existential challenge and have started to advance serious reform. Notable reports on European competitiveness and the single market highlight the need for sweeping changes.

With the right policies and regulatory reforms, Europe's strengths might enable much higher levels of commercial innovation.

Europe still possesses significant advantages: skilled human capital, excellent education systems, and premier labs. Coupled with a large internal market and substantial household savings, these foundations have the potential to trigger a surge of venture creation.

Crucially, even if Europe does not become the leader in developing cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring advancements from other regions.

An Inflection Point

The European Union now stands at a critical crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, Europe's slide in innovation has been steady. But, without decisive action to tackle its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible decline in world influence.
